FAA says staffing ‘not normal’ at D.C. airport tower during crash, NY Times says

Staffing was “not normal for the time of day and volume of traffic” at Ronald Reagan National Airport, near where an American Airlines (AAL) flight crashed with a military helicopter last night, the New York Times’ Sydney Ember and Emily Steel report, citing an internal preliminary Federal Aviation Administration safety report about the collision. The controller who was handling helicopter’s near the airport at the time was also instructing aircraft that were landing and departing from its runways, the authors say, noting that such jobs are typically assigned to two controllers, not one.
