Mulrooney rejected arguments from rescheduling proponents regarding how alleged improper communications and witness selection decisions by a DEA Administrator warranted the agency’s removal from the process. He did grant a request for leave to file an interlocutory appeal, canceling the planned January 21 hearing and staying the proceedings for at least three months.
